Directed investigation of key factual issues. Worked across Commission teams and agencies to address crosscutting issues. Participated in interviews of key government leaders. Drafted staff statements for public hearings. Presented staff statement during nationally televised public hearing. Wrote monograph on the wall between intelligence and law enforcement that addressed its creation and the legal misunderstandings surrounding it. Drafted and edited significant portions of the Commission’s final report, including the chapter on the threat and the government’s response and proposed intelligence community reforms.[5]

There she was in charge of investigating the missed opportunities to stop the 9/11 plot, the government’s response to warnings of possible attacks, the wall between law enforcement and intelligence, the Moussaoui investigation, and the response to the bombing of the U.S.S. Cole.[4]

She was a key drafter of two staff statements regarding what the intelligence community knew about the hijackers and possible threats prior to the attacks and presented one of the staff statements during one of the Commission’s televised public hearings. She also wrote significant parts of the best selling final report, including Chapter 8: “The System Was Blinking Red.”[4]

Supervised attorneys who were providing legal support to information technology and strategic issues teams. Provided internal advice on ethics and other managerial issues to GAO leadership.[5]

As a Senior AUSA in the Fraud and Public Corruption Section directed investigations into theft of government property and complex government contract fraud. As a Senior Appellate AUSA wrote 70 briefs and argued over 50 cases in the D.C. Circuit. Have tried as lead or sole counsel 37 criminal jury trials.

May 1985 to Jan 1989 - Associate, Covington & Burling. Specialized in financial and economic issues in litigation, including antitrust and tax cases. Acted as in-house consultant on cost and damage issues and supervised economic and financial experts used in litigation.[5]

Aug 1980 to Aug 1982 - Strategic Management Research Consultant, McKinsey & Company. Developed product and marketing strategies for industrial and consumer businesses.[5]
