Carol R. Kuntz served in the United States national security community for more than thirty years. Her work particularly focused on identifying changes in the strategic environment and implementing new policies and programs given those changes.[1]

Teaching at the George Washington University’s Elliott School of International Affairs on possible non-proliferation frameworks for emerging technologies.[1]

Researching a needed public policy framework for advanced biotechnologies, with a particular focus on the ability to purposefully manipulate the human genome.[2]

Senior Advisor at The Chertoff Group.[1]

2019 - Office of the Secretary of Defense Medal for Civilian Career Service.[2]

2011 - Office of the Secretary of Defense Medal for Exceptional Civilian Service.[2]

Final government assignment, in the Office of the Secretary of Defense, sought to embed cutting-edge biotechnologies into the department’s countermeasure programs so as to defend against wholly novel biological threats, including threats posed by synthetic biology.[1]

Approx 2001/02 to 2006 - After 9/11 Attacks, Homeland Security Advisor to U.S. Vice President Dick Cheney (MJ-12). Advising him on all aspects of homeland security matters.[1] …

She served as a member of the Homeland Security Deputies Committee, the Deputy Cabinet Secretary level group that shaped national policy. Dr. Kuntz played the leadership role in numerous policy initiatives, including particularly two Presidential Initiatives to strengthen defenses against terrorist attacks in the homeland, Project Bioshield in the Department of Health and Human Services and the Domestic Nuclear Detection Office in the Department of Homeland Security. Each of these initiatives sought to build organizations with the personnel, authorities and incentives to advance technology and successfully apply it to mitigate an emergent national security problem.[1]

1996 - Office of the Secretary of Defense Graduate Fellowship.[2]

1993 and 1990 - Secretary of Defense Medal for Meritorious Civilian Service.[2]

1989 - Office of the Secretary of Defense Award for Excellence.[2]

1989 to ? (Included positions up to 9/11) - At the end of the Cold War, Under Secretary of Defense for Policy and the Secretary of Defense, William Howard Taft UV (Family co-founded S&B), Dick Cheney (MJ-12, CFR), Leslie Aspin (Rhodes 1960), William Perry (CFR, 1964 to 1977, President & Founder of Electromagnetic System Laboratory (ESL), subsidary of TRW … Interesting) by President George H.W. Bush (S&B 1948. Freemason. Bohemian), Bill Clinton (Rhodes 1968) and George W. Bush (S&B 1948). Crafting a new defense strategy to replace the post-World War II strategy of Containment. She worked with others to use this new strategy to identify and implement the resulting changes in Department of Defense (DoD) forces and programs.**[1][2]
