He is the author of Space, Commerce and National Security(Council on Foreign Relations Press, 1998) and America on the Ice: Antarctic Policy Issues (National Defense University Press, 1990.[3]

8 Apr 2014 to 20 Jan 2018 - United States Under Secretary of Energy for Nuclear Security by President Barack Obama and Donald Trump.

2009 to 2011 - Commander of Air Force Global Strike Command. He established and then led a brand new 23,000-person organization that merged responsibility for all U.S. nuclear-capable bombers and land-based missiles under a single chain-of-command.[3]

2007 to 2009 - Air Force Assistant Vice Chief of Staff

2006 - Airforce X-37B “Mysterious Space Plan” - DARPA finished the Approach and Landing Test Vechile (ALTV) part of the program.[4]

2005 to 2007 - Vice Commander of Air Force Space Command, a 39,400-person organization with responsibility for developing, acquiring and operating a global network of launch, satellite control, communications, and missile warning facilities. He was awarded the prestigious General Thomas D. White Trophy by the Air Force Association for the most outstanding contribution to progress in aerospace in 2006.[3]

2003 to 2005 - Commander of 20th Air Force

2001 to 2003 - Director for Nuclear Policy and Arms Control at the National Security Council. He represented the White House in the talks that led to the signing of the 2002 Moscow Treaty to reduce operationally-deployed strategic nuclear weapons. He subsequently coordinated the executive branch’s negotiations with the Senate Foreign Relations Committee to ratify the Moscow Treaty, resulting in a 95-0 vote in favor by the full Senate.[3]

1999 to 2001 - Defense Attaché at the U.S. Embassy in Moscow, Russia by President Bill Clinton (Rhodes 1968)

As the senior American military officer based in Russia, he advised the ambassador and senior U.S. officials on a wide-range of bilateral defense issues, including financial support for securing weapons of mass destruction and cooperation in Arctic search and rescue. [3]

1996 to 1997 - Director of Logistics, Air Force Space Command Headquarters at Peterson Air Force Base, Colorado

1991 to 1993 - Commander of 321st Operations Group at Grand Forks Air Force Base, North Dakota
