At The Hague visitors see flags of the nations that are in the World Court. Americans ask why the Stars and Stripes are no there. The only answer is “delay.”

I represent 108 World Court Committees which since 1925 have waited patiently for their country to do its part for peace.

Editors rarely speak for organisations.

Yet an Editor is chairman of the San Francisco World Court Committee. Political leaders are cautious in their approach to causes in controversy.

Yet Leaders in both political parties are members of the World Court committees, among them governors of five states.

A newspaper circulates a petition against our entrance into the World Court.

But when was a cause so just, so plainly popular, that no melancholy Jacques of jounalism opposed it?

The petition promoter would have you believe that the Army, the Navy, the American Legion oppose the Court.

But an admiral and two former commanders of the Legion are World Court committee officers.

Lawyers - those of you who are lawyers know - love justice, when it does not obstruct the course of their clients.

Distinguished laywers of both parties are numerous in the organizations I represent poorly, but earnestly.

Judges have no clients. They deal in - or deal our - justice.

I could not mention all of the judges on World Court Committees.

You do not allow me that much time.

Press associations, although they pretend to look down from spiritual heights upon politicians, try to avoid controversial subjects.

Yet the Kentucky Press Association has endorsed unanimously ratification of the World Court protocols, finding no controversy.

In the name of 108 World Court Committees who personnel has been changed greatly by death due to age since this project began, I ask you most respectfully to report the Court treaties hat the Senate may at this session act….”[5,p42]
